SUTabPanel - meant for client-side tab switching or server-side?

If I want tab-switching to come back to the server to ensure fresh tab
contents, is SUTabPanel suited? Or is it designed more for
server-independent client-side tab switching?

I guess this is what the SUTabPanel is doing, at least in Seaside 2.9.
