Hi Dave,
I was one of the core devs in Scat, and AFAIK nobody's working on this. What's more, we abandoned the project a couple months ago.. However, you may wanna take a look at Snap, which is a Javascript port of Scratch that's being written by the guys at Berkeley (I think one of them is in this mailing list), exactly the same ones who wrote morphic.js. Actually, Snap is written on top of morphic.js.

When I started playing with morphic.js and Amber I found a couple of difficulties that I can't remember anymore, but it may be worth trying again... Good luck! Bernat.

OK, and I see the last changes to Scat and the mailing list were in December. Irfan and I are keen to maintain the Smalltalk version, so can we get on the committers list, or should we start our own Monticello repository? While I agree that Snap is cool, I'm really more interested in Scat and the Smalltalk version on the desktop for our immediate needs, and to look at Scat on Amber for the browser in the longer term. There is no problem if you want to continue the good work initiate by Bernat. I'm not sure that the current scat version could be used on the browser. The idea of Bernat of using Snap is better i guess if you want to have a browser version.
