SmalltalkCI release [Cavalcade of Releases #4]

With this PR[1], added significant new features to SmalltalkCI[4] for
GemStone. Not only are the new features available for use with
Travis-CI, but you can use SmalltalkCI for a number of local CI tasks,
including:

   - Configuring a stone to use a stone.config, gem.config or timeZone
on travis or for a local build[5]
   - Travis CI Server builds[6]
   - Local CI Server builds[7]
   - Travis CI Client/Server builds[8]
   - Local CI Client/Server builds[9]
   - Dedicated Server CI Stone[10]
   - Dedicated Client/Server CI Stone[11]
   - Develop in Pharo, deploy in GemStone CI[12]

The new GemStone features for SmalltalkCI can't be used until the next
release of GsDevKit_home is published[2] ... which should be this
afternoon some time...
