Squeak Win32 VM update (3.11.8)

Folks -

I've updated the Windows VM to 3.11.8. This is purely a maintenance
update with a few fixes, including:
* Updated VMMaker which makes BitBltTests pass
* Fixes an issue with incorrect clipboard handling
* Handles certain errors more gracefully
Unless you specifically care about any of the of the above it's
perfectly safe to stay with your current 3.11.x VMs for the time being.
