Store anonymous acces

Hi,
With VW 7.3.1, is there anyway to prevent a user to publish into a
package under store ?
I try to use the item "Package -user / group privileges" from the menu
adminstrator of store like this :
 i create a group "anonymous" with a user "visitor", i give "grant read"
for a package A to anonymous (and visitor) but visitor can always
publish in this package !
