VisualWorks 7.8 "File out Changes" Does Not Remove Deleted Methods

In VisualWorks 7.8, some of our developers use menu option "File Out"
-> "Changes…" on bundles to move changes from one image to another
one. When the bundle includes a change that deletes a method, filing
in the change does not remove the method. Is this a known bug?

The workaround is to file out using menu option "Browse" -> "Change
List on Changes...". Filing in the resulting file, will remove the
deleted methods.

We use the default file-out type (XML Format).

Yes, and has been fixed in 7.9
