WebStart - install/update vs. applet framework?

Andy,

Is it fair to characterize WebStart as a way to automatically update
binary packages, and to provide a local exe launcher for same, vs. a way
to create web-based applets?

So far, I've seen that I can run the installer for WebStart and can use
it to launch Dolphin code stored as binary packages.  I "believe you"
that it will look for and install updates, apparently with the option to
do so automatically or on demand by the user.

What I don't see is a way to point a user to a URL and end up with a
running applet.  Am I missing something?

If you work it out - please share.  That's a feature I'll definiteily be
interested in looking at for the application I'm working on...
