Webpage is shown without css

Sometimes my pages are shown without css formating. If I refresh the page the layout is correct. Anything I can do about this ?

Is this happening on Ajax updated elements or just on general? After
Ajax update or already before? What Firebug CSS inspector show on that
elements before and after you refresh a page? On IE or Firefox?
