You might want to have a look at

It should be possible to create a Dolphin tool to generate the xml source
and to drive the compiler and linker.  Ideally, one might combine it with
InnoSetup and Chris' MSI/MSM tool

  http://www.mitchellscientific.com/smalltalk/CJDMSITool.htm

to create something that could use MSM files and generate installers using
either Inno or the WiX compiler/linker.
