Workspace Menu Activation

Menus in a workspace that's in an IdeaSpace don't seem to be activated
in the normal way, e.g., ALT-F.  One has to first press ALT, then
release it, and then press F.  Other tools seem to be ok in an
IdeaSpace, and the workspace menus are activated fine when not in an
IdeaSpace.
