asking if win is maximized, its monitor

so in Windows I want to ask somebody preferably a window whether it has  
been maximized by the user and what I mean is whether the user has  
actually clicked on the Windows provided window bar toggle button (max,  
prev size) or selected the Windows bar pop up menu options (restore, move,  
size, minimize, maximize, close)

don't want to ascertain this myself i.e. based on current Screen to target  
window calculations. I want the info retrieved from the OS.

On a tangent which I have not the chance to test, in a setup where one  
uses a dual monitor setup , the "Screen"'s real estate would be the  
combined real estate of the two monitors, right? however a Window can be  
"maximized" to the current monitor's screen it is on which brings up  
another question:  Is there a way of asking the OS what windows belong to  
whatever monitor?
