YES. I just did a test
with

    amber-kickstart-test-0.12.4 $ bower install amber --save

gives as log in the terminal

    bower cached        git://github.com/amber-smalltalk/amber.git#0.12.3
    bower validate      0.12.3 against
git://github.com/amber-smalltalk/amber.git#*
    bower new           version for git://github.com/amber-smalltalk/amber.git#*
    bower resolve       git://github.com/amber-smalltalk/amber.git#*
    bower download
https://github.com/amber-smalltalk/amber/archive/0.12.4.tar.

In the launch tab I could choose 'Browser' and 'Workspace' but _not_
'SUnit' and 'Help'. Maybe it is a web browser issue at my side. May I
ask that somebody else verifies this.

I do get amber 0.12.4 with bower now.
