[bug] RBConfigurableFormatter user prefs not initialized in SP3

I applied SP2, followed by SP3.  When I changed the formatter to
RBConfigurableFormatter, many of the user preferences went uninitialized.
The formatter would walk back until those preferences were changed from nil
to a valid value.
