gst-doc can no longer build tcp.texi.

../gst-tool gst-doc -I ../gst.im --kernel-dir ../kernel -p TCP -o
./tcp.texi TCP.* ||           rm -f ./tcp.texi
gst-doc: did not understand #name
test -f ./tcp.texi && touch ./gst-libs.texi
make[2]: *** [tcp.texi] Error 1
