changing callbacks on the fly

Hello,

Is there a way to remove the callbacks for a particular DOM element?

For example if I have a "html select id: 'foo'" and I would like remove
all the callbacks associated with 'foo' - how do I do this.

experimented quite a bit but I am still stuck.)
