disappearing and reappearing menu

When opening a window (debug windows for ex.), some buttons and a part of
the bar-menu appears with a gray
background and are not available. The step by step in a debug window for ex.
do not work.
If the window is minimize and maximize again, they (most of the time)
reappear and become available.

Any idea ?

...this sounds like a manifestation of #1272 "Idle time UI validation stalls
intermittently on Windows 98", fixed in PL1.
