<file> tags now optional for fileins

Paolo Bonzini-2
I committed a patch to make <file> optional for assets already pointed
to by a <filein> tag.  I also updated all package.xml files in the
distribution except for VisualGST.

However, I suggest that those of you that use PackageBuilder.st do _not_
update it to remove now superfluous <file> tags---not until I make a new
release at least, and for packages such as Iliad, for a little longer
probably.

Sure, I'll wait. Did you update the PackageBuilder.st in the examples?

Cheers,
Nico

No, not yet.  Thanks for reminding me.  However, I think I will wait
until 3.3.  Overall there are relatively few new features from 3.2 to
git, so (except for bugs) packages written for git should work on 3.2.

That said, at the glacial pace I'm doing releases lately, it is not
impossible that the next release will be 3.3. :/
