important bug, needs review (15607 can not browse version containing non-ascii characters)

Trying to browse "versions" on a method which contains non-ascii characters causes SubscriptOutOfBounds error

(not my bug, not my solution, but is important and

needs a review)

This is about ]lang[ tag in sources/changes file and reading nextChunks from a
MultiByteFileStream
