is this a bug?

when i inspect:
#( -   -   3  8  9  1 )

  the first - is a symbol (#-) , but the second one gets associated with 3
to give -3.  VW, MT, & Squeak all  interpret the second dash the same as the
first (as a symbol).

Ran across this in a test case that failed.
