labels in tracker

I played a bit with categorization of issues in tracker and I made a few
changes.

I replaced 'feature request' with generic 'enhancement' that is added by
default to any new github project.

All 'component' labels are in pastel colours (same S and V, only
different by H), and they always begin with 'in '. The 'context' label
are also pastel and begin with 'on ' (the only one we have is 'on IE' :-) ).

I added two new labels 'needs user feedback' to mark issues that are
waiting for input from original poster, and 'needs review' to mark
issues that need some attention from the team - either discuss the
strategy, or triage them, or both.

I hope I did not create more harm than gain.

I didn’t quite get the idea behind ‘component’ and S   V   H, what’s the meaning?

saturation, value and hue. the colours of 'component' labels only change in hue.

'component' meaning which part of amber contains the issue.

most of them are self explanatory

the ones in the wiki follows the described convention then
