n00b question, relation between Monticello and Metacello dependencies?

In another words, does Metacello use or ignore dependency information in monticello package?

I guess it ignores?

But I also guess it is still a good idea to have one empty master monticello package dependent (in monticello sense) to all packages in the project, just to have a convenient way to save all changes to packages?
