SLICE-SettingsIntegration-2711 is in Inbox.
Tools-SystemSettings and FreeType-SystemSettings are new packages
dedicated to the declaration of some system settings.
As such, they are removable as System-Settings package is.

* a setting declaration is now implemented with a builder passed as argument
* migration of few preferences
* add Tools-SystemSettings and FreeType-SystemSettings as first system
settings user interface specific packages
In order to browse current set of settings:
SystemSettingBrowser open
In the browser, cmd-b on selected row should open a class browser on the
selected setting declaration method
