only one launcher?

How long has this been the case? If you invoke Window>>newLauncher,  
it opens a new one, but closes the old.

I was trying some experiments with some launcher mods. So opening a  
new one... I definitely wanted to leave my old one there in case  
things went wrong...

I have no idea how long it's been the case, but
   VisualLauncher new open
should suit your needs.
