When starting up the launcher on Windows 10 I see a crash.

but came up with an error "PrimitiveFailed: primitive #removeProcess: in ProcessWrapper class failed"

So there is nothing for me to debug.
Try uninstalling/reinstalling PharoLauncher. It won't touch your image files and will rescan them when the fresh install starts.
