seaside 2.9 - where are the halos?

I presume then for alpha 3, you've changed "toolbar enabled by default" in
that message to "toolbar *disabled* by default".  Is there a chance I could
argue that you reenable it for at least the demo apps, so that it's easier for
me to quickly show off the devel capabilities for WACounter out of the box?

I agree to ease work for branders but I also agree to have the default for the
rest of the apps in *not showing the toolbar*
my 2 cents

No, it is a bug that was introduced with the packaging (dev tools are
optional now) and the rewrite of the config tools. There should be an
issue on the tracker. When loading the halo code they halos should be
enabled on all apps by default.
