Yes. It is still at www.jvuletich.org/Cuis/Cuis3.1r3.zip . You'll need a sources file. You can get it from www.jvuletich.org/Cuis/Cuis3.1-0850.zip .

Please note that it is possible to build such a small image from a current Cuis, if desired.

BTW, I tried
  Smalltalk reduceCuis.
in 2555 but it seems to go into a loop at
  AnObsoleteUnixFileDirectory class(FileDirectory class)>>pathDelimiter

Smalltalk reduceCuis.
  is successful under 2528 and produces 4.8 Mb image
