[squeak-dev] Mantis 1780 causes System Browser find class issues in sq3.10-7159dev08.04.1

As part of LPF + MinorFixesUnstable at <http://installer.pbwiki.com/>, loading 1780 into sq3.10-7159dev08.04.1 appears to cause an anomaly with System Browser 'find class', if there are multiple choices on the find, they cannot be selected.

Offending MinorFixesUnstable Installer script entry is:
" http://bugs.squeak.org/view.php?id=1780 [^] "
Installer mantis ensureFix: '1780: Stay up menus have a confusing and dangerous behavior when obscured.'.
"kph: not sure this works as intended, menus cease to work at all if partially obscured"

I fixed this.

There is a little conflict as this change has been incorperated
into UIEnhancements. I fixed this by ensuring that the patch is
not loaded if UIEnhancements is already loaded. See the mantis
