No warranties or promises or anything like that (and absolutely *no* crying
to me if it blows up in your face<g>), but here

(also linked in the test-pilots section of the Smalltalk.htm page) is a
package for using the win2k resource kit's prnadmin.dll to install printers.
The focus is on the LJ-III driver and biased toward setting up one kind of
workstation, but you might find use for it.

I had no luck deploying it to a console app, and was not sufficiently
motivated to keep at it.  It works well enough in a GUI exe.
