I just fixed my problem with:
export PATH=$GS_HOME/alt_bin:$PATH
updateGsDevKit -gdtcs

From documentation:
The gsdevkit_launcher shell interpreter is in $GS_HOME/alt_bin, so
$GS_HOME/alt_bin needs to be located in your path.

When it failed $GS_HOME/alt_bin was not in PATH.
