[vw 7.9] SequenceView cannot have dynamic tool tip

In SequenceHoverAssistant>>constructTooltipGraphic it requires the view to have

a visual block in order to display a tool tip. However, in reality a view may not have

a visual block but yet be capable of displaying a tool tip. It seems to me that it should

be testing for a valid tool tip instead of a visual block.
