[vwnc] [7.6][BUG] Filing-in file-out of empty package does not create named package

Attached is a file-out of a completely empty package called
'EmptyPackage' and if you file it into clean 7.6 you'll find no pacage
with that name.

Attached is a slightly modified version that will result in proper
package being created, which is achieved by adding a non-property
property to the resulting xml in form of,

<component-property>
 <name>EmptyPackage</name>
 <type>package</type>
 <property></property>
 <value></value>
</component-property>
