The reason it got removed was that it's original inclusion was an
error of sorts. In the early days of Cairo development (the project
Cairo itself, not the VW binding to it), they flirted with including
svg capabilities and some of the demos included it. Over time, they
decided/discovered that SVG really was another "layer", and did not
belong in Cairo proper. There were a number of outlying reasons as
well, such as it wasn't being actively developed at the time, had
different xplatform goals, etc.
The VW binding development, as a result kind of followed the same
route then. We saw the svg examples in some of the demos, and tried to
make those work. Eventually learning that the above, that those demos
were "old". So we removed it.
