Which OPC spec are you interested in?  We published an OPC XMLDA interface to the public repository some time ago.  It's called, oddly enough, OPCXMLDA.  I just checked, and we haven't replicated this in a while, so what's there is out of date for 7.6 and 7.7.  If that's what you're looking for, let me know and I'll replicate our latest versions up for you.

There is a Package in the Public store called WinTech OPC Interface, which is a DLL, a DLLCC interface and support code to talk to a commercial OPC toolkit.  See the package comments for details.  All of my code is MIT licensed, but you have to buy the WinTech toolkit from them, which is not too expensive.
