[vwnc] [VW7.6][Bug][PDFDoc] Runtime Packager Details Page: Emergency Evaluator Setting obsolete

The vw 7.6 PDF AppDevGuide still mentions the setting for "Install
emergency evaluator as dialog" on page 21-23.

This settings seems to have been dropped with 7.6 although it is not
explicitely mentioned in the fixed ars. But RTP has been modified with
several other ARs for that version.
