I am not exactly sure of what your setup actually is...
for example, is Exceed running on Windows so that you can see an X11 server on
the Linux box? Is Exceed configured to show a native window per remote
window? I don't even know if Exceed is available on platforms
other than Windows.
With that said, if this relates to the Windows VM in
any way, an issue that caused symptoms like the ones you describe has been
addressed for 7.7 already.

Thanks for the try to help me.
EXCEED is running on Windows. No native window per remote
window.
The effect in more detail:
EXCEED -> direct login via KDE to Linux: The windows
don't raise.
From there rlogin to a HP-UX box: same
problem.
EXCEED -> login via CDE (HP utility) to HP-UX: windows
behave as they should.
From there rlogin to Linux: windows behave
well.
My conclusion: It must have to do with the KDE graphical
surface, version 3.3.
