B3DEnginePlugin store into a block argument

While loading VMMaker/update-dtl.3 I also noticed an initialization
order Problem.

Some FreeType class wanting to register to startupList before
SecurityManager, but SecurityManager not yet in the startup list...
That would be a good test case for Keith new framework.
