Can Squeak VM be build with Visual Studio?

What problems would be encountered? How to solve them, if possible?

I have not tried this in many years. I know that occasionally people try
(and have succeeded) but since the resulting VM is noticeably slower
than the release VM most of these efforts were one-offs for purposes of
debugging. Let me know how it goes.
