CogX64Compiler class>>#initialize misses #initializeMiscConstants

 
Hi,

my CI build fails because CogX64Compiler class>>#initialize (added 28/11) uses initializationOptions variable, but this is initialised on #initializeMiscConstants (who is not executed when installing the class).

I will commit a simple change moving that initialization to a initializeMiscConstants… hope is ok :)
