Configurations need to be closer to the code

It would be cool to have a smart mechanism that infer the requirements between packages. It is rather easy to assess that MySoftware-Tests requires MySoftware-Core to be installed first.
This should not be difficult to give a reasonable approximation. Again, a visitor would help. I will work on this.
