Default file encoding in File List when reading and editing files

Hi all,

I found that `FileList >>defaultEncoderFor:` is `Latin1TextConverter`, which is inconsistent with the encoding used when save contents into file in `Workspace`, which I think is `UTF8TextConverter`.

Can we make them consistent?

Finally, congratulations for a wonderful release, Squeak 5.1 is really cool.
