Dictionary key loss due to == to = fixes

The problem I reported in

0006721: In 7149 Identity dictionarys sometimes can't
find their keys

has been due to a silent change in the load back code.

I've written Edgar privately about this too.

My suggestion is to go back before the == to = fixes
and start over w/o those changes being made massively
or with out a proper audit trail. (Change the time
stamp and author at least).

Better would be to introduce the == to = fixes
gradually so that tests can verify each works before
more are added.
