Election Team February Report

The big event in February was the actual election :)   The election
was run using the CIVS software and went fairly smoothly.   The new
board members are in.

Several people have commented that the election process seemed rushed;
the Election Team will work to make it less rushed next time.  Other
suggestions for improvements to the process are welcome.

Finally, I've stepped down as team lead; Daniel Vainsencher is now the
head of the Election Team.
