Empty Packages

Hi All,

    the following trunk packages are now empty:

Exceptions - empty
FlexibleVocabularies - empty
ScriptLoader - empty

Occasionally they give rise to a "Saving An Empty Version" error from Monticello.  Should we not nuke them?
