Paul,
the monticello.meta directory is only there for FileTree ... it isn't part of the Cypress package format, however, each implementation should be able to read the other formats.
After the pdx.st meeting the other day, I realized that I hadn't really done much interop testing and took the cuis implementation for a spin and have been addressing the issues that FileTree had with repositories with no monticello.directory:). Just yesterday I got the last little bug that showed up reading Cuis.
I'm glad to see that you are being the pioneer for VW and STIG...
I see that you've got a pull request for me and the fixes look good ... I'll integrate them when I get into the office ...
I'll also create a test repository written by STIG ...
