Fixing a truncation and round off error in polygons

Hi Juan,

I focused on a particular clipping error affecting
polygon curves and found a fix for it.

It entailed enhancing Point and Rectangle methods and
then using those enhancements to fix the problem.
I fudge the catagory of the enhancements to stay
within morpic.
