GSOC Namespaces

I filed out the Environments and Environments-Test class categories from Pharo. As ".st" files those classes load into 4.1 just as easily as you please. It's the trying to make the Environments GUI come along from Pharo which seems to be the problem. 

I get the feeling Environments can be pretty straightforward. I'll play with them in Pharo using the GUI and then learn how to do it programmatically there. Then reproduce what I've learned programmatically in 4.1. (Or realize what's been left out.) I figure that's how I've got to proceed.

Really seems like namespaces in smalltalk would be trivial if it weren't for tool support and adapting the entire existing system to use them.

I'm not surprised that the tool support isn't as easily portable as the core implementation.

I can't wait to play with this stuff.
