I haven't done anything on this front, but I've actually hit a good point  
where I could take some time to add this feature along with a couple of  
other bugfixes and get this out to you relatively quickly

There is already an API for adding dependencies (along with othor things:):

   MetacelloTooBox  
class>>modifyVersion:section:for:repository:requiredProjects:packages:dependencies:includes:files:repositories:preLoadDoIts:postLoadDoIts:supplyingAnswers:groups:

MetacelloTooBoxAPITestCase>>testComplexModifyBaseline is an example of  
adding a new package and the dependency for that package ....
