Metacello 1.0-beta.28 released

Metacello 1.0-beta.28 is released. Features:

- introduction of symbolic versions
- improved scripting and tools support with MetacelloToolBox class
- 5x speedup in #currentVersion calculation
- OB-Tools ported to Pharo1.2
- tutorials ported to ProfStef
- improved HelpSystem? documentation
