OggPlugin.dll error, can't load from Plugin directory ?

Hi,
I was experiencing primitive failure when loading .ogg files and the
OggPlugin.dll was in the Plugin directory in the VM directory.

Moving the OggPlugin.dll to the same directory as the VM solved the problem.
Why is that ?
