Cog will need to be signed with the JIT entitlement and to pass MAP_JIT when it allocates executable memory.

Maybe. It does seem that there are several options. In

mention is made of

Allow Unsigned Executable Memory Entitlement
Disable Executable Memory Protection Entitlement
Disable Library Validation Entitlement
